Actiontec MD560RD v9.2 problem..

.. on my Inspiron 2650. The modem is able to connect on the phoneline at 44 kbps, it sends and receives a few number of bytes and thats it, it stalls. After that tt is unable to send or receive anything, and I am unable to connect anywhere. I tried uninstalling the modem and reinstalling with the latest drivers, but even that dowsn't seem to help. Would appreciate some pointers as to how to deal with the problem. Its very essential for me to be able to connect from home.

Please attempt the following troubleshooting tasks to correct the issue with the modem:
  1. Verify the phone number is a valid number. Dial the number yourself and listen for modem tones.
  2. If it is connected to a digital, PBX or multiline phone system the modem may not connect. Due to the higher voltage (up to several amps) of these phone systems, and the limited heat dissipation capabilities of the Modem circuitry, the Modem may be damaged if connected for too long. Unplug the Modem immediately to minimize the chances of this type of damage, before even asking the following:
    • If you have a phone manufactured by Rolm, Northern Telecom, Panasonic, Lucent or Aspect, you probably have a digital line. Many offices use these kinds of lines. If you work in an office and are not sure about the type of lines, have them ask someone else. If you have to dial 9 or 7 to get out, have larger than usual phones with more buttons, or cannot plug a regular phone in, chances are it is the wrong type of line. If the modem plugs into a black box that then plugs into the wall, this is a digital PBX line. Keep in mind that an Analog PBX may not entirely prevent a modem connection, but the speed may be impaired and this may cause disconnects. DO NOT plug a regular, analog phone into a questionable phone system to see if it is digital, as this can very quickly damage the phone. Most modem digital PBX systems are equipped with RJ-45 (8 pin) jacks rather than RJ-11 (2 to 4 pin) jacks.
  3. Verify that the modem can actually dial out. Use Hyperterminal to dial a cell phone or a second line.
  4. Check the dialing properties of the modem. Go to Start | Settings | Control Panel | Modems and click Dialing Properties. Make sure the phone number is not listed anywhere on this page. Make sure the area code is correct. If any numbers are needed to access an outside line, enter those as well. If you have call waiting, check the box to disable it and select the number sequence (*70 on most phone systems). Check that Dial Using: is set to Tone Dialing (some older phones may use Pulse dialing). If the modem requires additional numbers to connect, or an area code to dial, be sure that the modem is using them.
  5. Use Hyperterminal to dial the number is dialing. If the modem connects leave it connected for 30 seconds and contact your ISP.
  6. Use a 6 foot or shorter phone cord straight (not through a splitter or other hardware) from the modem to the phone jack. Try different phone cords and jacks (if available).
  7. Try dialing a different ISP or BBS. If you don't know the phone number of another local ISP, suggest the 3Com BBS (847) 262-6000.
  8. If using Windows 98, delete c:\windows\telephon.ini Then, run c:\windows\system\tapiini.exe.
  9. If possible, run the modem's diagnostics tests.
  10. Clear out the startup environment. In Windows 98, ME, XP run msconfig, uncheck all but system.ini. Rename c:\windows\system.ini to system.bak. Restore system.ini from c:\backup. In Windows NT4 or Windows 2000 , take everything out of the startup group. Try dialing through hyperterminal. Go Start | Run | hypertrm | ESC to drop to a blank window.
  11. Disconnect all other phones or devices from the phone line the modem is using. Try using the phone line jack on the modem instead of the telco jack (if available). Switch it back if it does not work.
  12. Uninstall any 3rd party utilities, scanner or communications software.
  13. If the number you are trying to dial has been blacklisted, the user might get an Error 629 or Error 651 when using Dial Up Networking. To check if a number has been blacklisted, click Start | Run and type hypertrm [Enter] [Esc] to drop to a blank Hyper Terminal window.
  14. Un-install the drivers completely, then re-install them.
    • Uninstall: Launch the Control Panel. Go to Start | Settings | Control Panel.
      Double Click the Add/Remove Programs icon.
      Select Uninstall ESS Audio/Modem Combo.
      Click on the Add/Remove button.
      Select Next on the Welcome screen.
      Select Uninstall Drivers on the ESS Allegro3Univers Utility screen.
      Select Yes, I want to restart my computer now option.
      Click on the Finish button to restart your computer.
      Upon Reboot the drivers will be unloaded.
    • Install: Insert the System Software CD into the CD-ROM drive.
      Go to Start | Run and type
      x:\[win98 | winnt | win2000]\audio\setup, where x is the drive letter of your CD-ROM drive, and click OK or press [Enter].
      Select Next on the Welcome screen.
      Select Upgrade Driver on the ESS Allegro3Univers Utility screen, then click Next.
      After the files are copied to your hard-disk drive, remove the System Software CD from the CD-ROM drive.
      Select Yes, I want to restart my computer now option, and click Finish to restart your computer.
