Error 12029 Could not make an FTP connection

Am using a 2005 Dell Dimension 3000 with XP Pro. Recently getting "cannot display webpage" from webcam at http://172.62.143.171. No problem previously. Windows connection diagnostic says "Error 12029 Could not make an FTP connection." Same URL continues working linked thru other webpages.

Segments in other downloaded pages also "cannot display..."

Turned off Windows firewall and all TCP blocks in Norton Internet Security to no avail. Netstat reports three TCP ports, two established, one "CLOSE-WAIT." The local address is 192.168.1.47:1053. I'm not smart enought to tell if that's the problem.

Another firewall blocking FTP, port 21?
