Modem fails to initialize 1/2 of the time

I've been through many troubleshooting steps with Dell online tech support to no avail, they have not helped me. My modem fails to initialize about 50% of the time, it seems random. I noticed that if I go to Modem properties, then diagnostics, then under "query modem" and then "view log" it lists this line: DSR is low when initializing modem, verify modem is turned on".  I have already tried uninstalling then reinstalling, Dell sent a CD with modem drivers that didn't help (the CD didn't even work properly.) Now all of a sudden the modem helper program won't even work. Has anyone else had similar problems,and how can I fix it? I have a Conexant Smart HSFi V.9x DF Modem

I am having the same problem.  I have Microsoft Fax Console to receive and send faxes from my computer.  However, after i reboot it will work for a while then finally quit.  I tried uninstalling and reinstalling the fax console.  i can't seem to find the anwser anywhere.  Any suggestions?
