My host computer will not show up in my home network?

When i try to see computers in my home network on my host computer I get a message, "You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permission.  The list of servers for this workgroup is not currently available.", I can find my network on my laptop and other computer, but not on this one. Why? I have turned off firewall.

99.99% of the time this problem is caused by an improperly configured firewall.  On any computer running Windows XP with SP1, disable the Windows XP firewall. It will not allow File and Printer Sharing. On computers running Windows XP with SP2, make sure that the Windows XP firewall has File and Printer Sharing checked off on the Exceptions tab. If you are running any third party firewalls, like those provided by such programs as Zone Alarm, Norton Internet Security, or McAfee Security Suite, make sure they are configured to allow local network traffic.
