making a phone call from pc for free?

Hiz ppl, I was wondering if it is possible to make a free phone call from my computer to any part of the world? do i need to download a software and if so, what software should i get?

Not free, but very cheap. Typically about 80% less than discounted dial rates. I prefer http://www.iconnecthere.com but there are a number of other similar services. Rates can vary by country and plan selected; shop around.

oh i see.. i was doing some research yesterday downloading many programs and then i realised that they're free only if the other party has the same program.. okay guys/gals, thanks for the heads up =)
