no touch pad or networking in safe mode with networking
when I start up in safe mode with networking the touch pad and networking don't work.

Hello,
For the issue with networking you may want to check out this link from the Microsoft forums. The last post has a work around to resolve the problem.
As for the touch pad, in which way are you saying it won't work? I don't believe that the touch pad drivers are installed in Safe Mode, so all you should see are general "mouse" sort of functionality, no gestures, etc. Is your touch pad working correctly in Windows 10? If so, the driver is working but isn't being loaded in Safe Mode.
