I am not familar with the 3548 but you need to load the firmware back onto the flash. In Cisco world you have a ROMMON that you can use to xmodem transfer the software back onto the device if you happen to erase everything like you seemed to have done.
On my 6200 when you first power up the device with a console connection it gives you the option to enter the Boot Menu. You should have an option to load an image via XMODEM if the 3548 has a similar Boot Menu.
You are absolutely correct. The next day my XMODEM upload of the flash file was finished when I went back to work and the switch was loaded up. It worked also how you said; the the 3548 has a boot menu where you can upload a file.
