The DSCP value of 46 has a specific significance of "Expedited Forwarding".  This ensures low latency, low jitter, assured bandwidth, etc. in regards to differentiated services.  However, this PHB is not required as part of the DiffServ standard and is not supported on Dell switches as this behavior allows this value to preempt priority over other traffic to a certain extent.   You can refer to RCF2598 for more information.

If your VOIP system supports configuring the device for a DSCP value, the 3348 will be able to acknowledge and prioritize the value, based on the configuration you provide.  The PowerConnect switch will honor the DSCP value carried in the traffic, however, IP Precedence is not supported.
