Error: E1000 Failsafe, call support e1216 3.3v powergd

I just received this error on my Dell PowerEdge 2950. From what I'm reading I'm most likely going to need to replace the motherboard? does anybody have any information on this? also if I have another 2950 - Could I move the drives to the other server to bring it back up?

Hello.

The error indicates a fault with either motherboard, riser or PCIe cards on the riser. Clear the system event log or hardware logs, shutdown the server and re-seat the risers with associated PCIe cards. Reboot and monitor the same error.

I just checked out the riser card and it appears there's a blown capacitor on the chip. Do you know where is a good place to get a replacement?
