Blank hard drives are not going to "show up" if they are not formatted.
ATA vs AHCI vs RAID vs IRRT sata operation also matters.
Newer UEFI systems CANNOT USE legacy or MBR or ATA
Advanced format drives which is any drive larger than 120 gigs and older than 2011 REQUIRE the AHCI setting in order to format.
The OS WILL NOT SEE drives if the mass storage F6 drivers are not installed.
Which version of F6 driver depends on the CHIPSET for the SATA controller.
AMD, NVIDIA, INTEL all have DIFFERENT Chipset / AHCI drivers that are required to be on a USB Flash Drive to be loaded during initial install to SEE drives to partition and format them. AHCI requires windows 7 SP1 or later with INTEL RST 9.6.0.1014 or later.

Intel® Rapid Storage Technology (Intel® RST) supports the following Intel® Chipsets.
Desktop chipsets:
Mobile chipsets:
Server chipsets:
The chipset must use one of the following Intel® controller hubs:

what PC and what case OptiPlex. we can not guess PCs
and makes answers 10x longer or worse DEAD Wrong (yup even mine)
If you plugged in that drive to working pC say w10 does windows find it? do tell. that.
and tell the goal next.
and is hdd used or new' (even make and model, wow)
and if used, did you erase it first (I use free killdisk.exe 1 pass)
if the drive is dead it is dead (best test for that is above or any top makers smart tester, like crystalinfodisk.exe)
if silent it is dead. (or power cable fell off, gee)
test the HDD in working PC as a 2nd driver test it fully first. and erase if it is used disk first, always erase others bad and infected files first. 100% erased other junk on your used HDD, for your safety.
external drives are even worse.
some are not supported at all , but is this USB external OR eSTATA external.
The BIOS may not support external drives at all.
nor USB port has missing driver.
or BIOS will not boot that external device, are you ?
or the external drive is 3.5" and needs 2 or more amps of current to spin up and cant for 2 reason
no power pack attached, or the WRONG ONE.
NO PC stated, so no BIOS rules to know are there. here.
the best external is SSD, of any kind in the enclosure. low currents and runs even on weak 100mA old laptops.

what are you asking>?
you tell 2 words here (no PC stated at all)
BIOS and External
no OS stated.? why?
No HDD stated, (nor size) nor enclosure or the bundle branded type.
my wild guess is you are trying to get and external HDD to boot ? or just use it for data.
I have no clues what your goals are. at all.
If the OptiPlex is old I may not boot from external hdd, (no PC stated) so....
The UEFI same answer, no pc stated.
but if using the drive for only data. as 2nd or 3rd HDD not booted
then format at gpt , non UEFI.
UEFI needs GPT
but GPT will format even on legacy PCs CSM. and GPT is best always for sure huge disks.
BIOS many not see any EXTERNAL RUST HDD,
no enclose stated, some work, others do not. and lots more issues with external drives.
there are 3 classes of external besides USB and eSTAT cabled.
1: 3.5inch HDD and needs huge 2amp or more powerpack
2: 2.5 inch hdd, may or may not need powerpack, tell makers and brand and I tell you what it needs.
3: SSD external. runs on anything.
but booting is a whole other topic,
tell why you expect bios to see this drive.
you never told what you would do next if it did, and matters (goals matter)

The hard disk is not showing up in the bios.
Once you go to Legacy External devices the HD doesn't show up even the CD/DVD. But I manage to find a way to make visible the CD/DVD ROM but the HD is not visible.
