The I7-4790 is the top CPU for your 7020 SFF. I don't have enough info to go on to know how much you know about changing CPU's, so I linked videos above. If any questions don't get answered in the videos, you're still welcome to ask here.
Once the CPU is changed, upon 1st start, your PC will ask you to restart once new CPU is detected.
I think you'll find changing the CPU quite simple. Are you familiar with using thermal paste? Some use about the size of a dime in the middle of the CPU. It spreads evenly when the heat sink is reinstalled.
Another tip: Careful.when installing new CPU so that it's inserted the right way as to not accidentally bend any pins.
