It helps to understand how manufacturers spec things.  Intel/Dell can't say a memory stick/config will work if that RAM stick isn't even on the market when the CPU, motherboard chipset and PC was released.

Is it "officially supported" - No.

But you really won't know if it works unless you or someone else tries it.

Will it likely work?  Well here's someone running a i7-8700 CPU, Intel Q370 chipset system with 2 Samsung 32GB sticks (Samsung M471A4G43MB1-CTD) in it.  So, seems the CPU can handle it.  However, that system is using a different chipset than what's in the 7060 (an Intel H310 chipset) so above isn't evidence the chipset works with it.  But, those two chipsets were released by Intel on the same date.  And, a comment on Wikipedia seems to indicate that both chipsets support 32GB DIMMs (see section on "Memory support").

So, in my opinion, it's very likely the Dell Optiplex 7060 works with 32GB memory sticks.

I'd make sure they could be returned if it doesn't work out and use a dual memory (meaning 2x32GB config) to maximize performance, unless you're ok running with one stick for a while and plan to add another later.  I'd also thoroughly test the memory before assuming it works.

Quad Rank high density ram is not supported on any Optiplex.
