Dell 3020 SFF graphics card change

I have a Dell 3020 SFF and I want to upgrade my Nvidia GT 1030. I have a budget of $400 and if necessary I can buy a new power supply, Also I need to know if it can fit in the case.

3020 sff motherboard has two PCIe slots. The longer pciex16 slot is one slot width from psu, which means any gpu installed in that slot is obligated to be single slot width and thin heatsink.  This eliminates most low profile gtx gpu higher than GT 1030.  you would have a hard time finding a 1050 or 1050ti as thin as 1030 to fit there.  afaik there is only one model that might be possible (ASL GTX1050Ti Battle Flag.) but it is hard to find.
The other shorter slot is pciex1 and normally a back up slot in SFF for thick gpu, however it has a closed end in 3020 based on pic, thus physically excluding pciex16 gpu which could fit an open ended pciex1 slot and work albeit at reduced bandwidth.

to save yourself headache swapping sff case might be the best option to use better gpu.

PS 3020 is entry level which has low end chipset and other spec.  if it were high end 7020/9020sff, the short PCIe slot in those models are open ended pciex4 supporting a low profile gpu with thick heatsink such as 1050ti or 1650/1650 super.
