More details are helpful.  What CPU do you want to upgrade to, the I7-2600?  Of course you can, Dell's standard PSU can handle it.  Exception is the I7-2600 can't be used in the USFF, has to be S version.

What size/form factor is your 990?

You said you want gaming out of yours.  Are you using a GPU card or plan to?

For your games, Google their recommended requirements to make sure needs are being met.  If you go with minimum requirements vs. recommended, some games may experience slower frame rates or lower resolution.

Has secure boot so if you are not using Dell 8CCF1 GT1030 then secure boot should be OFF.

Non Dell cards require secure boot off to work.

This is not an issue with 990 because it has class 0 bios.

Keep in mind that audio and video and other OEM drivers may need
REINSTALL after the feature update.

I know GPU's are thru the roof in prices, but if you decide to upgrade, the GTX 1050 ti is one of the best GPU's to go with an I7-2600 and your PC.

I got mine with Core i7, 2 TB of memory and 16 GB RAM for $260.00! Free shipping. With the latched opening on the side, it is easy to access and make so many upgrades. I have the 7x15x13" tower.
