In my case the solution was a refurb motherboard from ebay. All in for $56CDN.
As the PC was a refurb from a store that is no longer around and the anti-theft software was not in Windows I had no choice but to try swapping out parts. I tried replacing just the CPU but that made no difference. So next up was the motherboard and now i'm good to go.

Yes. New/refurb motherboard fixed the problem.

Sent a private message about this today. Similiar issue. Optiplex 990, dead battery, replaced, reset default BIOS config, now I am getting this error.

One thing I'd try first before replacing MB: How to Reset or Clear the BIOS Password
