Monitors not detecting GPU at first boot in OptiPlex 990

Specs:
PC: Dell OptiPlex 990
CPU: Intel Core i5-2400 @ 3.10GHz
RAM: 8GB
GPU: NVIDIA GeForce GT 710
Integrated GPU: n/a
Windows Ver: Windows 10 22H2

Hi there everyone, I asked the same question on the NVIDIA support forums, but just in case it might be related to the PC, I'm going to ask here too.

Strange issue that's been happening since I first got the graphics card - on first boot, the monitors attached to my graphics card will be picked up, and will get to the windows loading screen before suddenly turning off and saying 'no signal found'. This then causes me to have to shut down the PC manually, and start it again. On second boot, the monitors finally work.

Some things to note here:

- BIOS does not indicate an option to set default graphics card, only an option to set if PCIe slots are enabled
- NVIDIA control panel does not indicate an option to set default graphics card either
- Diagnostic lights on Dell OptiPlex do not show anything, just the standard flashes on startup (from what I assume, is checking all components on startup)
- Because of continuous cold booting & resetting, this has caused me to replace my SSD drive before - it ends up corrupting windows system files and whatnot. Never an issue with the SSD itself, just with Windows
