No post after PSU and GPU upgrade

No post after said upgrades.  Had to disconnect optical drives and front usb's to get GPU to fit.  Used a low profile SATA cable to connect HD.  I tried reseating the RAM, but still only get a blinking power button.  Where do I start?

All of the Pascal up to 1080 ti can work if it fits in the case.

However on a model like this you cant use full size card OR you have to hack the hard drive cage out so that it will go in.

Newer cards do not support INT13 msdos VESA video mode 103 so they wont be able to get into F2 bios.

May still work but its a pain to have to remove the card to set CMOS using onboard video.

Went with the 1050ti.  Installed and running fine.  Thanks for all of the help!

I have a question. Please excuse my ignorance.

Assume a person has a GPU and CPU which are perfectly matched, and it meets all his needs. Now, he replaces the CPU with a much faster chip, so he now has a very large bottleneck. But wouldn't he see exactly the same performance from a video point of view? Or would it become so intolerable that he ends up replacing the chip with his old one to get back to 0% bottleneck?

And why isn't bottleneck percentage a signed number to indicate whether the CPU or GPU is the problem area?

Your first pgh. is a good redxps630 question.  For some reason, he dropped out during the pandemic.

Speedstep has pointed out how his favorite GT 1030 works in his 7020 and 9020.  May be a 7010, I don't exactly remember his computers.

Lets say the GPU is the bottleneck as in your scenario.  It means performance is being held back by the GPU and for the ultimate gaming experience, a better GPU can go with the CPU.

Without a doubt, the Core i7 processor can process games fast. It processes so fast that the GT 1030 just doesn’t have the speed to return the processed data back.

This is a case, or a more extreme one, where the GT 1030 wouldn't be an improvement.

As for your last question, I'm not sure if you noticed, but the bottleneck quotes I use from PC Builds always start with (in bottleneck scenarios), "Graphics card is too weak for this processor" or "Processor is too weak for this graphics card."  An example below:

Intel Core i7-3770 (Clock speed at 115%) with NVIDIA GeForce GTX 1050 Ti (Clock speed at 120%) x1 will produce 54.91% of bottleneck. Everything over 10% is considered as bottleneck.

GPU bottleneck isn't as bad as CPU bottleneck.  This from PC Builds:

Despite CPU bottlenecks being a bad thing when it comes to gaming, a GPU bottleneck is actually desirable. Essentially what this means is that your CPU is processing all of the game and frame data faster than your GPU can render it which results in 100% utilization of your GPU. At first this sounds bad, but because the GPU is what renders and displays the frames to your monitor in the first place and the fact that it’s rendering 100% of the frames that it possibly can is a good thing and it’s exactly what you want when you’re gaming.

"But wouldn't he see exactly the same performance from a video point of view?"  I'd say according to the info presented, "Yup."  If he was getting 100% out of his GPU before, he'd still get 100% out of it.  But as noted before, depending on the CPU, the GPU may or may not be an improvement.

My computer won't POST when I turn it on. The LEDs turn on and the fans, but the monitors don't show any signal and there's no BIOS beep.

It work just fine until I decided to upgrade my GPU, I have a Gigabyte 1080 and FINALLY got my hands on a Gigabyte RTX 3090. Easy swap, right?
Well as most of you know, the 30 series are a lot bigger than older GPU's, which meant I had to move my water cooler, which meant I had to remove the RAM to get access to the water cooler screws.

The water cooler was moved, the RAM was replaced, and the 3090 was installed. I hit the power switch and it seemed fine... LEDs turned on, fans turned on, motherboard got power, GPU had power, but no signal to the monitors. After a bit I put the old GTX 1080 back into the computer, thinking I was just having a driver issue with the new card, but nope. The same thing happen with the old card, no signal.

I then thought, maybe, it was a RAM issue (Corsair Vengeance RGB PRO) because the RAM LEDs were the only LEDs that did not turn on when I powered on the computer. (Side note, I'm not sure if the RAM LEDs should turn immediately when it is powered on or not. My internet research on that wasn't compelling either way.)

I took an old internal speaker and hooked it up to my motherboard (ROG Maximus XII Formula from ASUS) to see if I could get some beeps, but nothing.
I've pulled the motherboard out of the case, I've tried 2 different GPU's, I've tried No GPU's, 2 different PSU, 1 Stick of RAM, 2 sticks of RAM, No RAM, disconnected all hard drives and peripherals, reseeded reseated the CPU, nothing makes any difference.
The Q-Code just says 00.

Is it the motherboard or the RAM??? I'm stuck.
