OptiPlex 7050 PCIe controller driver won't start

On 11/19/2020 Dell Command Update updated the "Intel PCIe Ethernet Controller Driver [VP20T]" to version 24.1.0.0. Detail from driver installationDetail from driver installation

It appears to install successfully. However, when I examine the event log there's a kernel error:

Device PCI\VEN_8086&DEV_15E3&SUBSYS_07A11028&REV_00\3&11583659&0&FE had a problem starting.

I downloaded the driver bits and installed again. Rebooted and examined the event log: same error gets thrown.

I hope that this driver issue is the reason I can't get 1 Gbps throughput enabled. It averages around 300 Mbps down.

After discussion with Dell technical support, the solution was to uninstall the device driver from the ethernet controller. After rebooting, Windows installed a generic ethernet driver. The speed tests showed a 2x improvement in throughput.

I then updated the driver to Intel-PCIe-Ethernet-Controller-Driver_VP20T_WIN_24.1.0.0_A13_01.EXE, the same driver recommended by Dell Command Update, the Dell support downloads site, and confirmed by Dell technical support. The driver installed and started correctly. My speed tests now average 945 Mbps down, a very acceptable result.

Why does Dell update site and Dell Command Update say that it does?
