OptiPlex 780 Mini Tower (largest version) power cycling, amber light, etc. Please help asap
3 days ago I was on my way to find my Wireless Internet USB and my Dell Mini-Tower largest version OptiPlex 780 was on from an hour or half more. When I came back, a touch on the Multi-plug got itself shut off and I simply opened the heatsink and took a look at it. Put everything back, and all I see next is a Power Cycling- A process by which your PC is turning on and off continuously without display connecting.
By my research so far, if I hold the Button below the power supply light at the back, the amber orange light comes by and it goes infinitely. I then held the power button, waited 15 seconds and passed the PCU/BIST test and also if I hold the PSU/BIST button the desktop actually works fine!
Meaning, the CD-ROM works, fans spinning, no power light at the front, etc. I've checked RAM, Heatsink, processor, 4pin cable from PowerSupply and stuff, but what next is not known by me.
Please get this sorted by September as I really need it asap.

Okay so I haven't tried anything instead of changing the rotations of the Processor and it worked. But now the thing is that I got overexcited and turned on the Power right up and didnt do anything but what appeared is the power button is orange for ever and there's a number 1 and 2 blinking every 1.5-2 seconds. I'll post this issue again I guess.

I know, but this time I'd like a more clear answer to instead of jumbling here and there with other stuff.

Jocean, can you please just read and help me with my computer issue... I'm running out of time and I need to attend meetings as soon as it gets fixed, also followed by me downloading lots of stuff. So please just note this and help - Turned on computer, power cycling, after holding PSU/BIST/Test button, goes blinking amber light, hold the power button at front, goes completely off, hold the PSU/BIST/Test Button again, turns on, CD Slots comes out but display not connectable. If I stop holding PSU/BIST/Test button, goes completely off, hold again comes on.
Please help me as soon as possible to get this solved.

In general, take these three steps first:
replace CMOs battery, reset CMOs jumper, test pc using a spare working 24/4 pin ATX psu.
If power cycling issue still not resolved, try disconnect the proprietary ribbon cable on motherboard that connects to small daughter board at front. This ribbon cable contains power switch wires. sometimes motherboard can still power up with this cable disconnected.
If still power cycle, motherboard may need to be replaced.
orange light on motherboard is normal.
never mind the absence or presence of diagnostic led on front panel or bist on psu back side. they are not often reliable clues provided by Dell.

I will try those steps but I haven't done anything with the CMOs and stuff. I have invited someone up a few days back and he confirmed the CMOs is ok. So the power supply... Idk which one to call an ATX power supply or PSU but ok, also can you explain me about the ATX PSU and the 'ribbon daughter' I don't understand anything. It's no such thing that there's a lot of wires to work with, but still gotta explain which wire. Picture or Dell explaining, anything works to make me understand. Yessir, I will try my old PC power supply with this one.

Either one is okay if they have 24 pin + 4 pin. But try the CMOs tests first.
