Reinstall win 10 enterprise edition on Optiplex 3020
My Optiplex 2030 MT was purchased with Windows 7 installed and subsequently updated via the Microsoft messages offering free upgrade to Windows 10
Am I correct in thinking that as the OS is "enterprise" version I can not uninstall from Microsoft's site? Also as windows 7 was the factory installed OS, the information in the Dell backup and Recovery directory relates to Windows 7
I need to reinstall windows 10 and am unsure how to proceed

You have to burn a dual Layer DVD of windows 10 enterprise. 64 bit versions of windows no longer fit onto 4.7 gig single layer dvd. FAT32 does not allow the install.wim file to fit and its required to boot UEFI. EXFAT and NTFS are not an option.

Then reinstall clean.

Once the Base windows is installed you download the CAB file and save to my documents folder.
You then extract the contents of the CAB file using 7zip.

You then right click on any yellow ! in device manager and say update from my PC instead of the internet to install drivers.

Thanks Speedstep for answering my post
I thought this might be a bit difficult but gosh this is way beyond anything I have done before!
Using the software VSO Inspector I have confirmed that TSSTCorp DVD+_RW SH216DB firmware D200 device in my pc is capable of writing dual layer dvd
My file system NTFS
So first I have to buy dual layer dvd
I'm confused so please can you explain in detail what I have to do with the DL dvd

get the ISO builtder from MS. 64bit run on this PC, 32bit is NO use here. ever.
use the builder to make a USB stick, as MS tells you , on there page.
turn off all UEFI in BIOS
boot the STICK (8GB fits)
load w10. using the new license COA codes.
the answer to you about enterprise only from you and MS.. that COA for that is YOU and THEM (MS)
google hit #1 answser this, (commutation way)
no DVD wanted or needed, ever, forget DVD ok? USB IS IT and 3x faster loading, unlike slug DVD.

UEFI requires FAT32.
EXFAT and NTFS are not compatible with the current install.wim file for windows 10 version 1809 1903 1909.
INSTALL.WIM no longer fits onto FAT32 media and FAT32 is required in order to boot and install UEFI via USB Flash.
This is the reason why you need to use a dual layer DVD.
Dual Layer DVD does not have the 4 gig file size limitations that FAT32 has.
If you use the OEM system builder disk and USB 2.0 drive it works with ANY Dell.

Dual Layer DVD is required because windows 10 1809 1903 1909 is larger than standard 4.7 gig single layer DVD.
You burn ISO to DVD and boot from it.
The only other issue I have seen is that systems refuse to boot from the DVD if the region is not set.
Once region is set on the DVD drive you never have to change it again.
The reason I recommend the Disk from newegg is that you don't need to do anything. Its a commercial disk not a burned DVD RW copy.
Burned disks decompose after a few years. Oem system builder disks do not go bad and can be re used forever as long as you dont break them or scratch them.

You can F12 boot from the dvd on almost any dell Desktop or Laptop from 2006 to 2020 and beyond.
OLD models will require USB 2.0 optical drive.

The other reason to recommend this particular drive is that it can be used on ANY Dell with secure boot off to F12 boot from the disk and install or repair windows.
The cost of this drive is the same cost as buying Cyberlogic power DVD stand alone.
It also includes a copy of cyberlogic power DVD that works with windows 7 or 8 or 10.
Dvd playback codecs are removed from WIN10.
