Windows 11 installation stuck at 8% Optiplex 3000

This forum post may be of interest. In short instead of using the update method of installing Windows 11, assuming that is the method you chose, download the Windows 11 media creation tool here and install with the USB installation drive that it creates.

That new 3000 model comes with Windows 11. Why are you reinstalling it and how are you reinstalling? 

Is that the right model number? 

If you are installing from a USB stick you may have a corrupt file in the windows installation. This can lead to Blue Screening and installation errors.
