i5 3570
I want to upgrade my 3020 With pentium G-3240 processor to i5 3570, will it work fine?
Plz tell me a solution
I read that i7 4790 works fine but that is not in my range financially

you probably mean i5-4570 which is good for optiplex 3020 which has H81 chipset lga1150 socket. It can only use Intel 4th gen cpu. i5-3570 is 3rd gen for socket lg1155 only.
i7-4770/4790 are slightly better and more expensive cpu for 3020. resell value is higher but practically performance boost is minimal. i7 is not initially validated in entry level 3020 model, but it still works. 7020/9020 are higher tier model in same family.

My Pc is optiplix 3020 tower as shown in pic,not SFF, will 4570 processor still work fine in Tower

It'll work great. I'm pretty sure you're thinking of the i5-4570?
