Since Dell never put the PERC 4e/DC in a system that supported Windows 7, your best bet is to use the Server 2008 R2 driver, since it and Windows 7 use the same kernel:

This is not working on Server 2008 R2 or Win7 in x64. Problem was/is that it's not a signed driver.
Found a solution at LSI website ...
http://www.lsi.com/lookup/License.aspx?url=/DistributionSystem/User/AssetMgr.aspx?asset=51187&prodName=MegaRAID%20SCSI%20320-2E&subType=Driver&locale=EN
... that works on Server 2008 R2 x64 even that it's a driver for Server 2003 x64.
Not tested Win7 x64 yet.
