I have Hitachi 450 SAS drives - HUS154545VLS300 Dell T320 server Dell also have a firmware upgrade on their web site for these Hitachi drives, but I am unable to update as the controller see them as blocked
You will not be able to install our firmware on 3rd party drives even if it wasn't blocked. You will need to use the firmware from the manufacturer or reseller of the drive.
If the drive is being blocked then the controller is not able to properly communicate with it. Make sure the connector the drive is using is good by testing a known good drive in the slot. I would suggest testing the drive for functionality in another system. If the connector and drive are both functional then it is simply a compatibility issue.

The H710 has never blocked 3rd party drives. There is no firmware update to unblock 3rd party drives. That is unrelated.
The latest firmware is 21.3:
