Each drive peak startup is approx 15 watts max peak,for a very short period, then drops to 4 watts idle, unless you have many drives, this not something to worry about. Likely your server fans have a higher startup load. Considering you have a 20 amp circuit, you would need approx. 125 drives, all starting at once to produce a huge load on the circuit.

I don't think I've ever seen that option on any PERC, but if it does exist, you'll want to go into the PERC bios to look for it.
