It's already offline, so there is no need to force it offline before removal. You need to force offline your pred fail drives (1:8) before removal/replacement though.

Is it safe to replace both at the same time or do them one at a time?

Depends on your RAID configuration - RAID 6, yes - RAID 10, maybe - anything else, no.
Even if you have RAID 6/10, I would replace/rebuild the failed one first, and THEN the pred fail.
