S110 to PERC 710 cable?

Yes, you need new cables to go from the PERC to the backplane. The cables will depend on the backplane. Which backplane do you have?

is there anyway to rebuild the RAID 1 on the new controller without losing data?

No, there is no way to import the RAID configuration between the controllers. Your only option to not reinstall would be to image the current drive. If you do that then make sure the imaging software is only copying partitions and doesn't copy as low as the RAID. If the image copies the RAID information then it will not work on the new controller.

Thanks for the info so far.  I am not in front of the server right this minute but the backplane we have I believe is the one that comes by default, 8 x I think, 3.5" drives.  Here is the system config from Dell's site:

Also, thanks for all the info so far; but since I cannot transfer RAID 1 w/o loss of data, :

 I plan on using Windows Backup to make a system image, and then restore from Windows setup once the new RAID is crated, but I am worried that the drivers for the PERC h710 will not be recognized when it is restored, can anyone confirm this?  Or are there any prevention steps I can take?

I don't know for sure, but I don't think it should be an issue. Server 2012 has a native SAS driver that should work fine with the PERC H710.
