I have a Poweredge 840 and I suspect I have some disk failures in my RAID controller, so I cleared configurations and was going to re-create the config, but it says NO CONFIGURATIONS ALLOWED.... ERROR UNKNOWN
Directory restore mode is reached by F8, Advanced Boot Options, but very unlikely the issue involves the AD database. You got that message because the AD database could not be accessed due to file corruption of files which access the Active Directory. Seen this numerous times, was never due to AD issues.
Sounds like disk issues. If you get your disk configuration reinstated, and disk issue resolved, you have a decent chance of recovering from corruption by doing an "over the top repair install" (google it) from your 2003 install disk ,
