Not with the amount of information that has been provided.
The OS Driver Pack is what should update the LCC to include Server 2016. I would update that, as well as the iDRAC. You may also want to try both BIOS and UEFI boot modes, to see if there is a difference between them during the boot attempt. You might also consider trying another media source for 2016. What are you using to try to install it?

Would you be able to share an image of the error as it appears? That may help to indicate what is causing it to halt.
