Cannot boot off cdrom, option not avail. in BIOS

Ok, I've searched and searched, and tinkered and tinkered, but I cannot get our PowerEdge 600SC to boot off a friggin cdrom.

I've updated the bios, I've reset the NRAM (sp?), and I've plugged in multiple bootable CD's. No dice. The CD ROM option simply is not available in the boot sequence settings.

If someone could please assist, or at least explain why it won't boot off the CD-ROM, I'd be much obliged.

This is really insane. I literally have never had this much trouble booting with a PC. There must be some hidden proprietary step I've not done. If someone can help, please do. This thing is blocking our server upgrade to 2003.

I eventually just booted with a floppy with the boot up disk tool provided by Dell. However, it doesn't allow access to the hard drives (!?), so Windows setup refuses to run. I decided I should try updating the cd rom with the firmware update provided at dell's site, but it says it can't find the cd rom drive either (even though I can switch directories into the win2k3 cd).

Troubleshoot summary:
1. Updated BIOS - No effect
2. Reset NRAM - No effect
3. Disabled unnecessary devices / check for IRQ conflicts - No effect
3. Boot floppy disk - No access to IDE drives.
4. Update original CDROM bios - Does not detect presence of drive
5. Swapped optical drives - No effect

EDIT.

OK, so I just finished with tech support chat. We ran through most the same things I had already done, but then I tried swapping cables and it fixed it. I guess the original cable wasn't a UDMA cable or whatever, and therefore non-CS compliant? Anyway, problem solved.
