Dell M520 will not see HDD
3 M520 servers installed in a VTRX
1 works fine, sees local sata drives
the other 2 will not. If I move HDD controllers around the 3 servers, in each case the working server still sees HDD
System Summary shows no issues, ran diagnostics via lifecycle, gave a PSA 2000-0141 Hard Drive - no drive detected error.
i've tried updating firmware, no joy, down dated firmware, still nothing
could I have 2 x Motherboard issues??

The chances of 2 boards failing at the same time is rare, I would start by checking the M520's BIOS SATA Settings. Now depending on the controller you are using that setting will effect the interface used, as well as if you have the BIOS set to UEFI as well. Would you confirm what you are seeing on those settings? Also, if the SATA setting is set to AHCI then that is likely the reason the hot swap drives are not visible.
Let me know what you see.
P.S. If you private message me the svc tag I can confirm the hardware that was shipped with the server, including the controller.
