Issue adding CPUs to old PE 6800

I have an old PE 6800 with two Intel 7120M 3.00GHz/4M/800 SL9HC.

I ordered two more and when I try to install when putting power back to the machine, before even starting it fans kick on slow speed and stay that way.  No error code and machine stays unresponsive.  If I remove the processors, and plug in, fan kick on for a split second as normal and then machine is responsive to turn on.  I've switched existing two processors with new processors to make sure my new ones are good and they are.  Any thoughts on what could be the issue and how to troubleshoot this?

Marc2912,

Do all 4 CPU's match exactly? This includes any stepping on the CPU's..    They have to match or they will not work together.    Also, make sure the bios is at its most current level, A06.

CPU's are a perfect match in fact I can run one from each batch as a pair, it's when I'm trying to go past 2 (which makes me think it's either the board or something related.)  The lack of error messages and the way the machine half powers on is what baffles me.  Also BIOS is updated to latest.

One more consideration; does this server have the VRM's (voltage regulator modules)  for processors 3 and 4?

VOLTAGE REGULATOR MODULE, 12V, 9.1, DELTA PRODUCTS (Cache VRM for CPU 3 and 4)

Added the regulator but still experiencing the same issue. Proper start of server is a second at high speed fan followed by a slowdown to regular speed and boot up. After adding CPUs on start the fan just start slow, no error is thrown nothing is displayed.
