PowerEdge 2950, Can't install OS from anything other than disk drive

Hello. This is probably really simple, but I'm trying to install either Windows Server 20XX (doesn't matter which version), or Ubuntu 16.04 on my PowerEdge 2950. I have enabled all USB ports in the BIOS. The flash drives I've tried show up under boot options under the Hard Drive option, but once I select it, it just hangs there forever. The OS installation drives are both legacy boot friendly, and boot from other computers just fine.

To troubleshoot, I created an Ubuntu DVD, installed the OS, and checked to see if any type of drive showed up when I plugged them in to the USB ports. I tried both of the bootable flash drives and an external SSD, but no additional file systems appeared.

What BIOS version are you running? How did you create the USB media?

Do you get any kind of message along the way?

Obviously you did not wait "forever" to find out if that is how long it hangs, but how long DID you wait? It is not unusual for it to take a long time, especially if your BIOS is old or your installation setup is "non-standard".
