R730xd - Boot order broken by design?

I have a few hundred R730xd's that came in from the factory with a default boot order of PERC->PXE on Integrated NIC Port 1. There's a RAID 1 on the two SSDs in slots 24 and 25 by default it seems. When I boot them, they attempt to boot using the PERC H730P, which has no OS installed. Instead of moving on to try to PXE off the 1 gig, it just stops and tells me I ordered the server with no OS. In order to provision them, I now have to go one by one and boot them into the BIOS, delete the RAID 1, and then reboot them fully to get them to PXE. What's the point of having a boot order if it stops after the first device fails? Is there a way to actually get these to continue the boot order correctly without manually going through a few hundred nodes?
