Hello,
I have a PowerEdge T610 tower chassis and would like to rack it. I saw these rails:
Is this all I need or I must also buy a tower-to-rack conversion kit?

Zillionnn,
You will need both. The kit adds the parts to attach the server to the rails properly. The cable managment arm is also separate.
