SC1420 with second SATA drive installed

I have a Dell SC1420 with the Raid turned off for SATA and no other controllers.  But when I attach a second Sata drive to the sstem board it does not  boot into Windows 2003 SBS.  If I detach the drive and turn off the SATA 1 drive in the bois then the system boots correctly.  The main drive is attached to SATA 0 and is just a 250 GB drive.

What settings could I have wrong in the bios.  I only want to attach a second drive to SATA 1 for additional drive space.
