I ran into similar issue. I even upgraded to latest 1.4.1 BIOS but still don't see Power Management (WOL) option there.
There is a slightly dated document at: http://support.dell.com/support/edocs/systems/pe2950/en/engbrief/wol.pdf but it doesn't cover T100
After my experiments I have concluded that T100 does not support WOL. When the system is powered-off, all Ethernet LED (including Link/Power) are OFF. It would be nice if Dell Support could comment and confirm this.

i can say that I have a T100 and a T105 and both work just fine with wol. The key is that on bootup, when prompted, you have to do a Cntrl S to go into the bcom configuration screen, then set the WOL option to "Enabled". Also, you must allow the system to boot into the OS (windows in my case) and then perform a proper shut down. if you you just hold the power button down and kill the system, WOL wont work. I use wolcmd.exe to test the function from depicus.com site.
