poweredge 2600 PSU

hey does anyone out there know how to power up a 2600 poweredge PSU independent of the system board, the same way you'd power up an ATX PSU by grounding the 5V standby rail?

I would also have a 2650 power supply that I would like to use outside the server. Did you ever figure this out? Does anyone know how to do this?
