pweredge 2650 blue light but it doesn't come up

Hi:

we have a poweredge 2650 seldom used, just sit there. few days ago i powered up and added two more hard drives. also i stripped those drive together so everything seemed to be fine. because i don't have any OS ready on hands so i shut it down.

today i tried to power it up but it won't start. the light is blue but no any status indications. checked power supplies, there are good. reseated hard drives, memories

what shall i do next? isn't blue light indicating "normal"?

More to the point ... the blue light indicates that no hardware error is being registered.  This doesn't necessarily mean that nothing is wrong - for example, if the ESM/BMC was malfunctioning, then the LCD may not show what is going on.  If you are getting power, then try reseating the riser (left, rear wall of chassis with blue release lever).  Then you might try removing processor 2, then swapping with processor 1 if that still doesn't do it.
