The DRAC (Dell Remote Access Controller) is like a little mini-PC inside the server; as long as a power cable is plugged in the DRAC is on (if chosen to enable/install it).
A VM cannot turn on the DRAC, and the DRAC doesn't kick you out, except maybe if you're at the keyboard, as the DRAC shows you what's on the monitor and keyboard, so what you see/do at the keyboard is also exactly visible on the DRAC's console redirect option. If you suspect someone else may be getting into your system via the DRAC, unplug the DRAC port from your network.
You'll want to edit your post and remove your email addresses, as posting personal information (e.g. Dell service tag, email address, etc) is against the board policy.
If you don't remove it, a moderator may edit it for you, but could also just remove your whole post.
The online manual for the 2950 (support.dell.com -> look for the manual section, and then select your system (by service tag or just PowerEdge 2950) has a section on how to install or remove parts.
Here <ADMIN NOTE: Broken link has been removed from this post by Dell> is the section on how to add a RAC (Remote Access Controller).

The DRAC cannot be "disabled" unless removed from the system. Unplugging the network will simply make it unavailable for remote connections.
If you want to remove it, let us know which system it is in, so we can provide accurate diagrams/instructions.
