To truly be able to help I would need to know the raid controller, as well as the raid configuration. When the system is booted do you see a prompt for the PowerEdge Expandable Raid Controller (PERC)? It will be CTRL + C or R, depending on controller installed.

Look in that and let us know the controller and the raid that is configured.  

From there you would need the driver file for that controller to continue on with the install.

Let me know the controller and we can go from there.

It has a  S100 raid card. So is there anything that i can do to install Win 7?

The S100 supports Windows 2003 and 2008, now with Windows 7 the issue is going to be loading the driver for the raid controller. Windows 2008 and 7 are based on the same platform so that is likely to be the best bet. Unfortunately Windows 7 isn't supported by Dell for installation on the server. That doesn't mean it won't work, just that we don't test or support it. What you are going to need to install it would be the S100's server 2008 driver. We don't have the driver itself, as it is native to the Windows 2008 media.

If i buy a SAS 6 IR Controller, will i be able to install Win 7? If so, can i simply remove the S100 controller and plug SAS 6 IR one??
