I should be able to solve both issues you stated. First off, the T110II does have the ability to power on after a failure. If you access the BIOS (F2 at startup) then select System Security, from there set AC Power Recovery to ON. The three states you have to choose from, and there meanings are
Last - the system returns to the last power state.
On - turns on the system after power is restored.
Off - allows the system to remain off after power is restored.
So you will need to set it to ON. That will allow the server to power back on, once power is restored.
For the other issue, you can install OpenManage Server Administrator (OMSA) (64bit or 32bit depending on OS) on the server, as well as OpenManage Essentials on the workstation, and be able to monitor and manage the servers remotely from there. That includes the ability to configure it to send email alerts.
