For anyone who runs into the same issue, a workaround is to disable all iscsi features on the broadcom nics and you should see the "virtual mac address" disappear from the list of mac addresses on the idrac .
Once you don't see any virtual mac address the bonding should work correctly. note i had to reset the idrac for the virtual mac addresses to be removed even aftger i had disabled all iscsi features through the broadcom utility you see on boot
