PE 1600SC - Problem with NtBackup/VSS

Hi,
 
I've got a PE 1600SC running Windows Server 2003 SP1 and I can't get NTBackup to work.  Almost immediately, the backup nearly immediately fails with "Error returned while creating the volume shadow copy:0x8004230f."  I am not using shadow copies, and I cannot disable volume shadow copy in the advanced options of NtBackup (the option is greyed out).  I am able to successfully start and stop the VSS service as well as the Microsoft Software Shadow Copy Provider service. 
 
In the event log, I am receiving the following 4 times in a row:
 
Event ID: 11, Source: VSS, Description: Volume Shadow Copy Service information: The COM Server with CLSID {3ad41ba8-06ce-4a6f-94b2-bc8cde6ab807} and name SW_PROV cannot be started. [0x0070005].
 
Event ID: 12292, Source: VSS, Description: Volume Shadow Copy Service information: Error creating the Shadow Copy Provider COM class with CLSID {3ad41ba8-06ce-4a6f-94b2-bc8cde6ab807}[0x0070005].
 
I am also able to succesfully start the COM+ Event System and the COM+ System Application services.
 
I searched online and found this: http://support.microsoft.com/?id=833167, which indicates a VSS update is available for Windows Server 2003 as a hotfix.  Microsoft says I need to contact Dell as the OEM provider of Windows Server 2003.  How do I obtain it?
