If it is getting stuck on the installation screens, I would suspect your installation media is bad. Try downloading again, checking the hash, using a download manager, using different software or drive to burn ISO, etc.
2008 is noticeably absent from the list of operating systems on support.dell.com, but you should be able to get them from ftp.dell.com.

Hi, I didn't manage to resolve the issue,
The PowerEdge R730 only suppport Windows 2008 R2 and later
no way to install Windows 2008 x86 or x86
the intel C610 controller that is use in the server doesn't have any support for prior versions
we installed a Windows 2008 R2 on R730, move customer from a R720 and reuse the R720 for installing a Windows 2008 x86
a lot of time wasted for a server that doesn't support a OS that is supported until 2020 ...

This is exactly what I am facing right now.
Trying to install 2008 x86 and stuck on the install page. Keyboard and mouse not responding.
As I've suspected, this R730 does not support lower than 2008 R2.
I'm burning a 2008 R2 installer right now. Such a bummer from Dell.
