If doing a custom install, delete ALL existing partitions before installing.

partition 1 is OEM reserved 39MB - DELL DIAGNOSTICS
partition 2 is Recovery 3 GB - OEM WINRE PARTITION - STARTUP FILES, REPAIR OPTIONS, BITLOCKER, ETC.
partition 3 is OS 40 GB - OS PARTITION
partition 4 is datapart1 442 GB - DATA PARTITION

Servers don't come with "recovery partitions".  What you are seeing is most likely the Windows "Recovery Environment" (WinRE).  If you need to reinstall the OS, you will need the OS installation media.

Thanks for the reply.

There is a 3gb recovery partition when I load up the OS install disk and get to the point where I choose custom install. it shows all partitions.

I always thought that the Windows recovery was kept on the OS partition, I did not know it could be kept on a separate partition.

if that is the case as you suggest then could I restore to the first recovery point before any other software was installed?
