No, delete all the partitions, then let 2016 install to the unpartitioned space ... it should automatically format it to GPT.
OEM partition only contains diagnostic utilities that can be obtained elsewhere. It is not necessary. If desired though, it can be recreated by installing the OS using SMTD.
