Powervault PV-136T Mailbox Lock/Unlock Issues

I am running two PV-136T libraries and Galaxy/QiNetix Commvault 5.9.0 backup software.  Early last week, the library import/export mailboxes started getting locked electronically, not allowing tapes to be imported or exported any other way than to put the key (physically) in and unlock the front door to the library.  Using the key and opening the door causes the library to have to completely reboot each time this occurs, and often the backup software reports all the tapes in the library are duplicates.  I have to stop the SQL server and Galaxy services, then spend a half hour coaxing the libraries back online, all just because I needed to put in or take out full tapes or scratch tapes (something that happens quite often).
 
The LCD panel on the front of each library shows a little computer terminal icon, a key icon, and the lock icon (in locked position) each time this mailbox lockout occurs.  When first booting up a library, these two icons don't appear, and the mailbox door is unlocked.  Within a minute or two of going back online after boot up, the two other icons appear and the mailbox locks permanently.  I've even tried going to the menu on the LCD panel where it says to lock/unlock the door via the Main Menu/More/Service/Library/Diags/Sensors utility.  On that screen, the lock/unlock command won't function, and the words "Prevent Active" are at the bottom of the LCD menu screen.
 
I have a feeling the issue might be in the Commvault software, but I cannot find any place in that program that addresses security, or locking, of the mailboxes.
 
Any input or assistance to this issue will be so much appreciated.

You may want to check with commvault if they have a command (via menu) to unlock the portal.  Yes, there is a SCSI command that is used to lock/unlock the portal, but the question is who is sending it.  It is either commvault, or the OS.  Other softwares (i.e. Backup Exec) have a menu item in their GUI to lock/unlock the portal.
 
One way for you to easily check this is to:
 
1.  Unlock the portal (i.e. reset the library)  - I know this is a bit painful to do.
2.  Set your Commvault services to manual, so they do not start on OS powerup.
3.  When the OS is back up, check if the portal is locked.  If it is, than I do not think that Commvault is the culprit.  If the portal is not locked, than the commvault service most likely was the culprit.
 
But first check with Commvault on whether you can unlock via their GUI.
 
The other item is maybe the OS RSM services may being doing something as well.
