Reboot the server with the tape device pysically removed. Go into RSM/Libraries and delete all or any of the instances for the tape drive, once this is done reconnect the drive and reboot the server. Does the unit now appear correct? If not what driver version are you using for the tape drive?
One other thing that Bob didn't mention, what backup software are you using (if any)? If you install Veritas Backup Exec, it uses a proprietary driver which will not allow Removable Storage access to the tape drive.
