Dell hasn't certified and only supports tape libraries on scsi controllers.
I would very highly recommend removing the library from the PERC as it can cause serious problems with the raid container(s) on the PERC (there have been posts on these boards about people losing their raid containers after connecting a tape library to their PERC).
Over the years I have seen a couple of tape units/raid arrays work flawlessly connected to a raid adapter on the same channel, the other 50 setups crushed the arrays. NEVER place a tape unit on the same raid scsi channel populated with disks. Personally I never place tape units on raid adapter channels, even if a multiple channel raid adapter has an unpopulated scsi channel, I always use a separate standard scsi adapter.

When I had it connected to my 3/QC it was on a different channel. I guess I got very lucky.
